MC Rental Assistance/ Bantuan Sewa

As you know, many renters are struggling and Montgomery County is offering some supports to assist tenants in staying housed. Below is information about that, which I hope you will share with renters in your networks and communities. 

Montgomery County is providing three types of support: helping renters understand their rights and options, including in court; supporting renters and landlords in working together on repayment plans; and, providing rental assistance. Information about these supports, including the COVID-19 Rental Assistance Program, is available (English & Spanish) at: www.montgomerycountymd.gov/renters 

Importantly, Montgomery County just announced the reopening of applications for the short-term COVID-19 Rental Assistance Program, offering $600 per month for a three-month total of $1,800. I ask for your help in getting the word out to tenants about this rental assistance for low-income tenants suffering from COVID-19 income loss.

 Dear renters: 

Montgomery County just announced the reopening of applications for the short-term COVID-19 Rental Assistance Program, offering $600 per month for a three-month total of $1,800. 

Renters may submit their application to the Housing Opportunities Commission (HOC) from Tuesday August 18 at 10:00 a.m. to Monday August 31 at 2:00 p.m. More information is available in the press release

Renters with questions can email HOC at: CDBG_RAP@hocmc.org or call 240-627-9400.  Renters who need to submit their application on paper can call or email HOC for instructions (or, visit one of the HOC offices listed in the press release, starting August 17).

Eligibility requirements include maximum household income; income impacted by COVID emergency; at least one month past due rent (current status); U.S. citizenship or qualified alien status (permanent resident included). Compared with the initial round of this program, documentation requirements have been simplified. Those include: 

  • a copy of photo ID; 
  • self-certification on application of: Household Income; COVID impact on income; and status as either a U.S. citizen or qualified alien, which includes permanent resident status. (No additional documentation is required of the Applicant concerning Income, COVID Impact or citizenship.)
  • Lease pages with the address, occupants, rental amount and the signature pages;
  • Landlord’s documentation that rent is at least one month late; and
  • ‘Landlord’s rental license number and W-9 tax document, in order to receive payment.  (The landlord W-9 can be delivered electronically by the landlord with an emailed link, if the renter includes the landlord’s email address with their on-line application. Or, it can be provided in a sealed envelope with a renter’s paper application submission.)

All documents need to be submitted with the application, which can be completed on-line or on paper (with paper applications available at designated HOC offices).  

Every application submitted during the two-week period will be randomly assigned for order of review.

Renters should submit a complete application, including the photo ID, self-certification form, copy of appropriate pages from their lease, along with landlord evidence of unpaid rent, landlord license number, and landlord-provided W-9.
